Description
The City of Springfield is seeking an experienced professional planning, aviation, engineering, and emerging-technology consulting team to support an advanced air mobility infrastructure planning project. The scope includes project governance, baseline data collection, airport and regional asset assessment, stakeholder engagement, technical readiness analysis, energy and utility assessment, airspace and communications considerations, safety and security planning, development scenarios, implementation sequencing, planning-level cost and funding considerations, and grant-support documentation. Expected deliverables include a work plan, baseline conditions summary, readiness considerations, concept-level alternatives, stakeholder input summary, implementation roadmap, executive summary, final report, briefing materials, and grant closeout documentation. Respondents must submit a statement of qualifications, cost proposal, required certifications and disclosures, and three references for similar projects completed within the past five years. The resulting professional-services agreement will have a negotiated not-to-exceed amount; the federal award supporting the project is $1,500,000, with a stated performance period from October 1, 2026, through September 30, 2027.
