Description
The Lexington-Fayette Urban County Airport Board is soliciting proposals from qualified financial institutions authorized to exercise trust powers in Kentucky to serve as successor trustee, registrar, and paying agent for its outstanding taxable and tax-exempt bonds and future indebtedness. The outstanding bonds total approximately $87.66 million, with anticipated future issuances of approximately $140 million in 2027 and an estimated $260 million to $310 million in 2028. The selected institution will administer the trust estate, create and manage required funds and accounts, provide monthly accounting reports, invest funds as directed, assist with arbitrage rebate calculations and continuing-disclosure activities, authenticate and deliver bonds, coordinate financing closings, issue redemption notices, and make scheduled principal and interest payments. Proposals must address institutional qualifications, successor-trustee eligibility, staffing, comparable public-sector experience since January 1, 2024, references, investment services, material organizational changes, and fees. Attachment I must be completed with fixed fee amounts or a stated percentage, without ranges.
