Description
Clark County is seeking a qualified municipal bond counsel firm for a minimum five-year engagement. Services include advising the County and its consultants on state and federal tax and securities laws; planning and coordinating debt issuances; drafting resolutions, ordinances, escrow agreements, notices of sale, arbitrage certificates, bond purchase agreements, official statements, and other financing documents; preparing enforceability and tax-exemption opinions; supporting rating agency, public information, and issuance meetings; assembling closing transcripts; providing post-issuance tax and disclosure advice; and assisting with litigation, governmental approvals, credit enhancements, and general debt questions. The solicitation requires demonstrated experience with Washington municipal clients and multiple types and sizes of debt issues, including general obligation, revenue, advance refunding, private activity or economic development revenue, special assessment, variable-rate, and taxable bonds. Proposers must submit a written proposal, references, assigned-attorney information and resumes, organizational information, management approach, qualifications and experience, local community involvement, hourly billing rates, expenses, and bond-issuance fee schedules. The contract is intended to begin January 1, 2027, with services used on an as-needed basis and possible extensions.
