Description
The Pan American Health Organization is seeking a specialized legal entity to provide two in-person training cohorts in Brasília, Brazil, for a total of 20 participants. Each cohort must receive at least 24 hours of training focused on the practical preparation and review of Preliminary Technical Studies, Terms of Reference, and risk analyses for public procurement, with responsible use of artificial intelligence. The course must combine instruction, demonstrations, case studies, practical exercises, and an integrated workshop. Required topics include procurement planning, ETP and Terms of Reference development, prompt creation and refinement, validation of AI-generated content, data protection, information security, human oversight, and applicable public procurement requirements. The contractor must provide a suitable Brasília venue, internet access, audiovisual equipment, qualified instructors, updated instructional materials, exercise materials, participant certificates, attendance lists, and an execution report. The proposal must include the methodology, proposed instructors and resumés, preliminary schedule, course materials, pricing, execution period, 30-day minimum validity, and at least one technical-capacity certificate demonstrating comparable training experience.
