Description
The Bureau of Reclamation is soliciting Phase One qualifications for a two-phase design-build project to upgrade source water, potable water, and concentrate water piping and flow measurement infrastructure at the Brackish Groundwater National Desalination Research Facility. The work includes buried and above-grade piping, manifolds, concrete flow-measurement and valve vaults, magnetic flow meters, valves, conduit, heat tracing, insulation, electrical and controls integration, SCADA programming, testing, training, and commissioning. An optional line item covers locating and repairing 50- to 500-foot sections of damaged source-water pipeline. Phase One evaluations are limited to technical qualifications and a high-level technical approach; detailed design and specific technical proposals are excluded. Existing site data, utility layouts, SCADA diagrams, and detailed system information will be provided only to offerors shortlisted for Phase Two. The Phase Two contractor will prepare standard design-build deliverables, including 30%, 60%, 90%, and 100% issued-for-construction drawings and specifications, and the site visit will occur during Phase Two. Phase One qualifications are due November 6, 2026, at 4:00 PM MST. The solicitation provides for a 12-month period of performance, a firm-fixed-price contract, a total small-business set-aside, and required performance and payment bonds.
