SECTION 1 - ADVERTISEMENT FOR BIDS Alamogordo Aquatic Center PUBLIC WORKS BID No. 2026-001 The City of Alamogordo will receive Sealed Bids at 1376 E. Ninth Street, Alamogordo, New Mexico, 88310, Attn: Engineering Department for the construction of the Project known as "Alamogordo Aquatic Center", Public Works Bid No. 2026-001, until 2:00 PM on December 15, 2026 , at which time the Bid Opening and reading of the Bids received will begin in the Community Development Conference Room at 1376 E. Ninth Street, Alamogordo, New Mexico. The City Commission of the City of Alamogordo will consider the tabulation of Bids at its next regular meeting or at a later meeting if required. The Work designated as Alamogordo Aquatic Center consists of, General construction of the Alamogordo Aquatic Center at 1100 Oregon Avenue, including sitework, utilities, paving, landscaping, foundations, concrete slab, fabric structure, architectural finishes, building systems, fire sprinklers, and swimming pool., in accordance with the drawings, specifications, and other Contract Documents. Construction Industries Division (CID) Project Classification Determination: DESCRIPTION OF WORK: LICENSE REQUIRED: General Construction Electrical Systems Mechanical Fire Suppression Specialty Licensing GA-98 or GB98 EE98 MM98 MS-12 GS-1, GS-2, GS-14, GS-16, GS-21, GS-24, and GS-25 In accordance with the provisions of the New Mexico Construction Industries Licensing Act, all project work must be performed by properly licensed contractors and subcontractors with active licenses in good standing as of the date and time specified for Bid Opening. The City has determined that the Contractor shall possess a valid license classification as specified above or other appropriate license classification under the Construction Industries Licensing Act at the time the contract is Bid. Any work outside the scope of the Prime Contractor's classification(s) must be subcontracted. Any work subcontracted by a Prime Contractor must be performed by an entity that is validly licensed in the classification(s) of the work that is to be subcontracted as of the date and time specified for Bid Opening. Bids that do not satisfy applicable licensing requirements will be considered non-responsive. The City of Alamogordo has transitioned to a new e-Bid/RFP software system powered by OpenGov. All solicitations will be released electronically through OpenGov and responses from proponents must be submitted electronically through this online platform. By using OpenGov, prospective proponents will be provided with all information regarding a bid including addendums and changes to the project requirements. OpenGov is a completely free service for all respondents. Prior to submitting a proposal, respondents are required to set up their free account with OpenGov. Register your company at City's eProcurement Portal. Only ELECTRONICIALLY SUBMITTED PROPOSALS will now be accepted; system will not accept proposals submitted AFTER due date and time. A Mandatory Pre-Bid Meeting will be held at 10:00 AM on October 13, 2026, in the Community Development Conference Room, 1376 E. Ninth Street, Alamogordo, New Mexico. Prospective BIDDERS are advised of a 10% Bid Evaluation Criterion for area businesses that will apply to this Project. The CONTRACTOR is advised to obtain specific information as to the qualifications and conditions of the Bid Evaluation Criterion before submitting a Bid. A Bid Security shall accompany each Bid in the amount of not less than five (5) percent of the total Bid amount. The successful BIDDER will be required to furnish a Performance Bond and a Payment Bond in the amount of one hundred (100) percent of the Bid amount to assure the performance of the Contract, as well as payment for all labor and materials of the Contract. No Bids may be withdrawn after the scheduled closing time for receipt of Bids, and the City of Alamogordo reserves the right to reject any or all Bids and waive all technicalities and formalities. No BIDDER may withdraw their Bid within sixty (60) days after the actual date of the Bid Opening thereof. Attention of BIDDERS is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.
