Description
Macomb County is seeking a qualified media buyer to develop and execute campaigns promoting County Veterans Services to veterans throughout Macomb County. The scope includes audience research, media planning, rate negotiation, cross-channel coordination, campaign optimization, ad technology support, management of owned channels, and performance reporting across television, radio, print, outdoor, social media, online display, and programmatic advertising. The County will provide existing creative assets, website destinations, and available veteran data; the selected agency will provide media strategy, supplementary channel services, measurement strategy, and reporting. Success will be measured by increased calls, appointments, and veterans receiving benefits. The approximately $240,295 example budget is all-inclusive of media placements, agency compensation, and related costs for a campaign running from January 1 through September 30, 2027. The contract term is five years. A Michigan license and mandatory insurance are required, including commercial general liability, workers' compensation, employer's liability, automobile liability, and professional liability/errors and omissions. The proposal is limited to 15 pages, excluding the cover sheet, table of contents, County forms, pricing form, references, and appendices.
