Description
Macomb County Department of Roads is seeking qualified firms to perform innovative traffic signal optimization services for individual projects, with an anticipated average of approximately 70 signal locations per project. Vehicle probe data and the Flow Labs tool are required; traditional turning-movement counts and Synchro are optional, and other innovative methods may be incorporated. The selected consultant must acquire Flow Labs licensing, which will be reimbursed through each Michigan Department of Transportation force-account project. Separate contracts will be required for each project, and the agency may re-advertise more frequently at its discretion. The anticipated project funding is approximately $250,000 per listed program year, subject to programming and obligation, and may increase or decrease. Selection is quality-based, with only the highest-ranked firm selected. Proposals must exclude all costs, prices, and rate schedules and may not exceed seven pages, excluding resumes, which are limited to two pages each. The consultant must be currently prequalified by the Michigan Department of Transportation for Design—Traffic Signal Operations. Required proposal content includes understanding of the service and proposed innovations, team qualifications and organization, key-personnel resumes, past performance based on the MDOT CTRAK average project score or reference checks, and location/percentage of work performed in Michigan; quality assurance/quality control information is optional. Proposals are submitted electronically through Bid Express, and the selected firm will later submit a cost proposal for negotiation under a cost-plus-fixed-fee structure.
