Description
Macomb County is soliciting proposals from qualified organizations to facilitate new construction and the acquisition or rehabilitation of affordable rental housing for low- to moderate-income households using HOME Investment Partnership Program funds. Eligible activities include acquiring multifamily properties requiring rehabilitation, acquiring vacant land for new construction, and rehabilitating or constructing multifamily rental housing. Proposed projects must be located within the Macomb County HOME Program service area and comply with applicable HOME requirements, federal cross-cutting requirements, and all applicable laws, codes, zoning, accessibility, environmental, relocation, and housing-quality requirements. Up to $4,063,226.82 is available, subject to adjustment based on eligible proposals and resource availability; the minimum funding request is $300,000. Applicants must demonstrate at least three years of experience with federal funding, financial and technical capacity, the ability to complete the project within 24 months of funding approval, and the ability to maintain affordability and operate the property in compliance with applicable restrictions. Proposals must address organizational capacity, project feasibility, site control, budgets and funding sources, matching contributions, property and asset management, tenant services, market demand, and long-term affordability. The submission must include the required narratives, supporting documentation, references, financial information, project materials, and completed County forms.
