Description
The City of Santa Clara, through its Silicon Valley Power department, is soliciting proposals for one or both of two solution packages: a California Independent System Operator (CAISO) validation and reporting solution and a Northern California Power Agency (NCPA) validation and reporting solution. The solutions must be hosted or delivered as software-as-a-service or a vendor-supported cloud deployment, with secure data import and retention, implementation, configuration, testing, production deployment, reporting, auditability, historical analysis, workflow, support, and maintenance. The CAISO package requires integration with CAISO settlement and market-data interfaces, processing of settlement statements, invoices, market prices, CIM/XML and CMRI data, settlement-version tracking, statement-to-statement comparisons, charge-code and resource-level analysis, shadow-versus-statement validation, dispute management, and financial and operational reporting. The NCPA package requires automated and manual data ingestion, validation of estimates against final allocations, configurable calculations and rules, historical version retention, recurring workflow and status tracking, variance identification, audit traceability, and processing suitable for monthly validation cycles. Proposers may submit for either package or both. The initial agreement term is two years, with up to eight additional one-year options.
