Description
The City of Santa Clara is soliciting proposals for ongoing consulting services supporting its Police Department during leadership and senior-staff transitions. The selected contractor will foster collaboration, strengthen leadership capacity, and improve strategic alignment among management and command staff teams, including support for onboarding two new assistant chiefs of police. The scope includes leadership development activities, executive coaching, confidential consultations, meeting observations, strategic planning support, customized engagement and command climate surveys, qualitative and quantitative data analysis, leadership curricula, train-the-trainer materials, evaluation and feedback systems, conflict-resolution support, and ongoing advisory services. Proposers must describe their qualifications, relevant law-enforcement or comparable public-sector experience, proposed approach, staffing, systems for secure documentation and virtual services, deliverables, and projected timeline. The proposal must include a cost proposal, proposer certification, customer references, and any exceptions to the exemplar agreement.
