Description
The Jackson Hole Airport Board is seeking a consultant to provide long-range land use, facility, parking, and transportation planning services. The project includes coordinated work on landside transportation and demand management, development-subzone planning, and facility planning. The consultant will evaluate parking, ground transportation, rental-car demand, pricing, off-site mobility alternatives, future demand, space allocation within the Airport’s Development Subzone, and facility needs over a 20-year planning horizon. The work also includes planning-level environmental and resource review, stakeholder and public engagement, conceptual layouts drawn to scale, planning-level cost estimates, and operational analysis of two airport-access intersections. Engineering-level design, detailed CAD drawings, field reconnaissance, resource surveys, site-specific investigations, and a formal NEPA process are not part of the base scope, although optional additional investigations may be proposed and priced separately. Deliverables include a Transportation and Demand Management Plan, a Development Subzone and Facility Plan, and a final combined report. Final reports and deliverables must be provided electronically in PDF and editable Microsoft Word formats; spreadsheets and models must be in Microsoft Excel with formulas and links intact; concept graphics must be provided in PDF and native CAD or GIS formats; and meeting materials must include PDF and editable source files. Proposals must include consultant qualifications and profile, organizational chart, project personnel and resumes, subconsultants, planning approach and timeline, fee proposal, and up to five similar project references. The selected consultant must include site visits, and any recommended data collection or additional engagement activities must be described and priced. A U.S. subsidiary or affiliate may rely on its parent or affiliate’s corporate history if clearly identified, and relevant international airport-planning experience may be submitted if its applicability and U.S. airport-planning experience are explained.
