Description

The California Department of Consumer Affairs, Contractors State License Board, seeks an experienced arbitration firm to design, develop, and implement a statewide arbitration program for disputes between construction consumers and contractor respondents. The contractor will administer approximately 400–800 cases annually, appoint and manage qualified construction arbitrators, schedule and conduct hearings, issue monetary awards and written reasoning, maintain case records, and provide required reporting to the Board. Services may use in-person, telephone, videoconference, or internet-based approaches where appropriate and must comply with applicable California statutes and regulations. The contractor must have at least five years of arbitration or alternative-dispute-resolution experience, a project leader with at least five years overseeing arbitration programs, and assigned employees with at least two years of arbitration experience. The scope also includes developing and delivering at least ten training sessions for Board staff, providing written training guides, and maintaining a toll-free participant telephone number. The anticipated three-year agreement is valued at $2,548,500, with services beginning December 1, 2026, or upon Department of General Services approval. Addendum 1 confirms that the term is fixed at three years with no extension options, anticipates a competitive resolicitation for another three-year term, clarifies that alternative per-arbitration rates may be proposed, and states that the all-inclusive arbitration cost must cover administration, arbitrator compensation, facilities, technology, travel, site inspections, interpreter services, document management, award corrections, and other case-specific expenses. No arbitration matters will transfer from the current provider.
