The Defense Logistics Agency is seeking a firm-fixed-price quotation for 10,000 pairs of U.S. Army ROTC enlisted personnel shoulder-mark insignia, large-size sergeant style, with a minimum stitch count of 1,228. The item is NSN 8455-01-155-0540 and must be manufactured by a vendor certified by The Institute of Heraldry. Domestic-origin requirements apply under the Berry Amendment, and packaging, marking, inspection, and acceptance requirements are specified in the solicitation. Five first-article samples are required within 30 calendar days after contract award, subject to government testing and approval. The production quantity has a stated delivery schedule of 90 days after date of award, with delivery and acceptance at destination. The solicitation is not a small-business set-aside.
