Description

The Connecticut Department of Energy and Environmental Protection is soliciting proposals from eligible entities to design and construct projects that improve the resilience of Connecticut’s electric grid against extreme weather, wildfires, natural disasters, and other disruptive events. Eligible measures include weatherization; fire-resistant, monitoring, control, adaptive-protection, and advanced-modeling technologies; undergrounding or reconductoring power lines; utility-pole management; grid, facility, and substation hardening; replacement of conductors and underground cables; fuel-load management; and distributed energy resources, microgrids, and energy-storage components. Projects must be ready to proceed to detailed design upon award, and feasibility studies, alternatives analyses, and environmental impact studies are not eligible for funding. Awards are expected to range from $10,000 to $6 million, with total funding of up to approximately $24 million from federal and state sources. Applicants must provide a community benefits plan, project metrics, budget, resumes, assurances, a Build America Buy America self-certification, environmental and permitting information, a critical-path schedule, workforce-development information, and evidence of relevant experience and financial capacity. Selected recipients will be subject to quarterly and annual reporting, reimbursement-based payments, applicable Davis-Bacon requirements, Buy America requirements, and federal and state grant conditions.
