The Coast Guard intends to award a sole-source firm-fixed-price contract for a comprehensive inspection and assessment of the damaged No. 2 main propulsion diesel engine aboard the USCGC Healy. Work includes identifying components suitable for reclamation and reuse, troubleshooting, testing, and providing an on-site technical representative certified for the Sulzer 12ZAV40S engine. The technical representative must be present during disassembly, inspection, reassembly, and testing; the response must include the representative’s name and resume demonstrating relevant experience. The scope also includes a final report documenting inspection results, work performed, measurements compared with allowable clearances, component wear assessments, and applicable high-resolution color photographs. An optional work item covers repair and requalification of recoverable components, including the camshaft, with total component repairs capped at $100,000. The period of performance is October 26–30, 2026; the final report is due within one week after the inspection is completed.
