Description
The City seeks proposals from qualified nonprofit organizations to provide comprehensive homebuyer education, housing counseling, financial literacy, community outreach, and foreclosure prevention and intervention services. The selected contractor must be HUD-certified and provide HUD-approved programming, including an eight-hour HUD-compliant homeownership education course, individualized pre-purchase counseling, post-purchase follow-up, financial education, and action plans for prospective homebuyers. Services will also educate participants about the City's down payment and closing-cost assistance programs. The work is intended to expand sustainable homeownership opportunities and preserve housing stability, particularly for low- and moderate-income households. The contractor will conduct neighborhood-level outreach and help participants address financial knowledge gaps, credit challenges, mortgage delinquency risks, and other barriers to homeownership.
