Description
The City of St. Petersburg, Florida is seeking a qualified assessment methodology consulting firm to design, develop, and assist in implementing a Non-Ad Valorem Special Assessment Program to fund all or a portion of fire protection and rescue services within the city. The selected firm will establish a fair, equitable, and proportional rate structure compliant with Florida statutes and case law, including Section 197.3632, Florida Statutes. The scope of work includes baseline analysis and legal defensibility framework, development of at least two allocation methodologies (demand-based and availability-based), financial modeling with 5-year revenue projections and statutory adjustments, statutory implementation and interlocal coordination, and project management support including public hearings and litigation support. The initial contract term is three years, with two optional one-year renewals. The project must be implemented in time for January 2028 tax rolls.
