Description
The State of South Dakota seeks a vendor to provide comprehensive administration of its Health Reimbursement Arrangements (HRAs), Health Savings Accounts (HSAs), medical Flexible Spending Accounts (FSAs), dependent-care FSAs, and limited-purpose combination FSAs. The scope includes eligibility and enrollment administration, claims intake and adjudication, appeals and fiduciary services, participant customer service, debit-card issuance, funding and payment processing, reporting, compliance testing, participant communications, secure online account access, and integration with state systems. The selected contractor must support approximately 12,944 eligible employees and current enrollment across the account-based plans. Proposals must address implementation and project management, data conversion, testing, training, security, hosting, accessibility, single sign-on, data export, vulnerability scanning, and ongoing support. The proposal package includes technical and cost responses, a completed questionnaire, security documentation, diagrams, project plans, staff resumes, project references, and responses to the State's contract terms. The contract is stated as a five-year term with up to two one-year extensions.
