El Paso County is soliciting bids for a three-year on-call contract, with two additional one-year renewal options, covering repairs, replacements, installations, preventive maintenance, testing, and emergency call-out services for traffic signals, poles, controllers, safety-light systems, CCTV and VIVIDS equipment, communications and power cables, conduits, cabinets, foundations, pedestrian devices, batteries, message boards, and related equipment on County rights-of-way. The contractor must provide labor, materials, tools, equipment, skilled personnel, testing facilities, spare parts, and a 24-hour-per-day, 365-day-per-year dispatch center, and must respond to incidents within two hours with a plan of action or reasonable approach and begin mobilization. Pricing is requested for numerous labor, material, equipment, maintenance, troubleshooting, traffic-control, and replacement line items; work is performed as needed and annual spending will vary. The contractor must be licensed to perform traffic signal repairs in Texas, provide licensed electricians for assigned projects, comply with current Texas Department of Transportation specifications, and provide two references for similar services.
