Description
The City of Evans is soliciting proposals from qualified security services firms to provide two armed, city-licensed guards for municipal court sessions during the 2027 calendar year, plus armed security for recreation events and facility rentals as needed. Court services include pre-hearing check-in, courtroom and hallway monitoring, enforcement of courtroom conduct rules, incident reporting, de-escalation, and emergency coordination. Guards must remain on site for the duration of each hearing and follow applicable laws and City direction. Recreation services include security for Heritage Day, Blooms and Brews, and other events at City facilities. Duties include monitoring entrances, verifying identification, issuing alcohol wristbands, enforcing alcohol and facility policies, patrolling event and exterior areas, and addressing safety or disruptive incidents. Staffing may range from two to three guards based on attendance and City requirements. Vendors must provide current Colorado security and firearms training certificates, City licensing, references for at least five similar projects involving at least two clients, a schedule response, and fee schedules for armed and unarmed guards. Addendum 1 confirms that the solicitation closes October 23, 2026, at 11:59 PM Mountain Time and requires acknowledgment in the bid documents.
