REQUEST FOR PROPOSAL HOUSING DEVELOPMENT LEGAL SERVICES Housing New Mexico | MFA Housing New Mexico | New Mexico Mortgage Finance Authority (MFA) is seeking proposals in accordance with Housing New Mexico's Pro- curement Policy, from qualified law firms which by reason of their skill, knowledge and experience are able to furnish legal services to Housing New Mexico in connection with its multifamily housing develop- ment program. Description

Housing New Mexico, the New Mexico Mortgage Finance Authority, is soliciting proposals from qualified law firms for professional legal services supporting its housing development and affordable housing finance programs. The scope includes legal assistance with Housing New Mexico programs; preparation and review of single-family and multifamily real estate transaction documents; loan, mortgage, and tax credit programs; HUD, HOME, Housing Trust Fund, and related financing programs; foreclosure and bankruptcy matters; and litigation involving the agency's multifamily loan portfolio. Offerors must be based in or have a substantially staffed office in New Mexico, be licensed in New Mexico, be available for travel, and have at least five years of relevant New Mexico legal experience. Proposals must address firm capabilities, key personnel, work approach, hourly fee schedules, references, conflicts, required certifications, New Mexico residency, and professional liability insurance. At least five client references are required, including at least one reference for housing development legal services. The contract may be extended for two one-year periods, and proposed hourly rates must be held for at least three years.
