CALL FOR QUALIFICATIONS CITY OF PHOENIX SUB-REGIONAL OPERATING GROUP 91ST AVENUE WASTEWATER TREATMENT PLANT PIPE AND EQUIPMENT COATING CONSTRUCTION ADMINISTRATION & INSPECTION SERVICES OPENGOV ID NO. WS90100093 STATEMENTS OF QUALIFICATIONS WILL BE DUE: FRIDAY, OCTOBER 23, 2026 AT 12:00 PM *All times are local Phoenix time Scope of Work The City of Phoenix is seeking a qualified consultant team to provide construction administration and inspection services for rehabilitation and replacement of existing protective coatings on wastewater infrastructure, Services may include technical assistance and construction administration and inspection services. The project site is located at the Sub-Regional Operating Group 91st Avenue Wastewater Treatment Plant. The estimated total construction cost for this project is $740,000 annually. Pre-Submittal Meeting Information A pre-submittal meeting will be held at 11:00 am on Wednesday, October 14, 2026, at 200 W. Washington St., City Hall, Floor 8, East Conference Room AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal. Request For Qualifications Packet On Thursday, October 1, 2026 the Request for Qualifications (RFQ) may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download it from the City's Procurement Portal. Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications. General Information The City of Phoenix will provide reasonable accommodations for alternate formats of the RFQ by calling Alissa Bahr at (602) 256-4107 or TTY 711. Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production. Description
The City of Phoenix is seeking one consultant to provide construction administration, inspection, testing, and technical assistance for protective coatings on equipment, piping, manholes, and other process structures at the 91st Avenue Wastewater Treatment Plant. The scope includes evaluating coating systems; testing existing coatings and substrates for composition and physical properties, including lead and asbestos; analyzing coating failures; reviewing specifications; preparing documents and cost estimates; developing long-term maintenance programs; reviewing chemical containment coatings; training staff; and performing work in confined spaces in compliance with OSHA, local laws, and applicable standards. The qualifications-based selection evaluates prime-firm construction administration and inspection experience, the experience of key personnel and subconsultants, project understanding and approach, and staffing information. The submission must include a one-page information sheet and a single Statement of Qualifications of no more than 10 pages, excluding the front and back covers, information sheet, and table of contents. The SOQ must be submitted electronically through the City's procurement portal, and firms must register in the City's Vendor Management System before submitting.
