Description
The U.S. Army Corps of Engineers requires annual updates and integration of waterborne commerce and related maritime data, continued development and modification of the National Navigation Operation & Management Performance Evaluation & Assessment System (NNOMPEAS), and enhancements for data tabulation, viewing, extraction, downloading, and analysis. The work includes migration to Oracle 26AI and APEX 26 when available, support for an AWS-hosted IL4 environment, development and secure transfer of a contractor-provided development environment, and support for ongoing authorization and security requirements. Optional efforts include process-code enhancements, statistical views, certain RMF activities, travel, and potential third-party data acquisition. The opportunity is a Total Small Business Set-Aside for custom computer programming services. CMMC Level 2—Self is required, and the contractor must support handling of CUI, applicable NIST SP 800-171 requirements, CAC-enabled government access, and a favorably adjudicated Tier 1 or equivalent investigation for personnel requiring network access. Performance may occur at the contractor’s U.S.-based facility using government-furnished equipment and secure access. Technical proposals are limited to 15 pages, with resumes limited to two pages each; PDF is preferred, Excel may supplement the price proposal, and the maximum email size is 25 MB. Proposals are due September 8, 2026, at 4:30 p.m. EDT.
