Description
The Blueprint Intergovernmental Agency, a joint Leon County–City of Tallahassee entity, is requesting qualifications from professional engineering consultants to design improvements for Tharpe Street from Capital Circle Northwest to Ocala Road, approximately 2.62 miles in Leon County. The scope includes roadway and multimodal design, field surveying, drainage and stormwater management, traffic control, signing and pavement markings, signalization, lighting, landscaping, geotechnical services, right-of-way mapping, environmental permitting, utility coordination, railroad and transit coordination, public involvement, cost estimating, specifications, quality control, and construction-ready plans. Required deliverables include preliminary and final design packages, construction plans, technical specifications, permit applications and supporting documentation, engineering cost estimates, utility coordination documentation, and related reports. The selected consultant must be licensed to practice in Florida and comply with applicable federal, state, county, city, and agency standards. The solicitation is qualifications-based; price proposals are not requested. A 5% aggregate certified MBE/WBE participation goal applies, with a completed MWBE Participation Plan or Good Faith Effort documentation required for responsiveness.
