Description
The Federal Bureau of Prisons is soliciting comprehensive medical services for male and female inmates at the Federal Detention Center in Houston. The scope may include inpatient and outpatient facility services, professional physician and non-physician services, telehealth consultations and tele-triage, and institution-based optometry services. Services must comply with applicable laws, regulations, community standards, BOP security requirements, credentialing requirements, medical-record privacy requirements, and the BOP formulary. The contractor must coordinate referrals, specialty appointments, continuity of care, medical records, discharge documentation, invoices, and medical claims, including required paper and electronic claims formats where applicable. The solicitation contemplates a firm-fixed-price, indefinite-delivery/requirements-type contract with a 12-month base period, four 12-month option periods, and a possible six-month extension. Proposals must be submitted in three volumes: technical, past performance, and business. The business proposal includes pricing and subcontract certification, a tax certification, management structure, financial institution reference, and prior-year audited or certified financial statements. The technical proposal must address the proposed approach, provider network, service diversity, proximity to the institution, security and risk mitigation, and any proposed hospital accreditation; it must also include the specified technical summary sheets and cybersecurity attestation unless the offeror has an approved Authority to Use on file.
