Description
The Idaho Department of Health and Welfare is seeking a contractor to implement an at-home self-collection testing program for eligible Idaho residents. The scope includes supplying no-cost test kits; self-collected testing for chlamydia, gonorrhea, syphilis, HIV, and hepatitis C; specimen return supplies and shipping; laboratory testing; secure, HIPAA-compliant ordering and results portals; and electronic laboratory reporting. The contractor must also provide virtual consultations and linkage to confirmatory testing and treatment for individuals with positive results, including prescription medication and expedited partner therapy for qualifying chlamydia cases. Additional requirements include a risk-assessment webpage, social-media outreach, satisfaction surveys, monthly reports, quality assurance, transition planning, and technical assistance for the Department and participating partners. The anticipated initial contract term is five years, from January 1, 2027, through December 31, 2031, with a fixed-unit-cost/indefinite-quantity structure.
