The U.S. Army Corps of Engineers, Alaska District, is conducting market research for two planned military construction projects at Joint Base Elmendorf-Richardson: a roughly 52,000-square-foot pallet processing facility and a rapid deployment facility complex. The projects have combined target budgets of approximately $182.5 million and are planned for design beginning in fiscal year 2029, construction beginning in fiscal year 2030, and 24-month construction periods. The questionnaire requests industry input on cold-climate design, utility coordination, winter construction, prefabrication and modular construction, temporary facilities, mobilization, schedule and supply-chain risks, cost drivers, bonding capacity, teaming, incentives, and the suitability of accelerated design-build, construction manager at risk, and progressive design-build delivery methods under FAR-based or other transactional agreements. Respondents are also asked to recommend evaluation criteria and indicate interest in proposing as a prime contractor for either project.
