The Town of Charlestown is soliciting proposals from a qualified, Rhode Island-licensed mobile food establishment to provide food and non-alcoholic beverages at Blue Shutters Beach during the 2027 beach season. The vendor must operate daily from May 31 through September 6, 2027, with public service from 10:00 a.m. to 5:00 p.m. The operation must be completely mobile; the Town will provide a suitable business site, two employee parking spaces, picnic tables, nearby restrooms, electricity for an agreed fee, and a dumpster. The vendor must comply with applicable local, state, and federal food-handling, tax, health, and mobile-food-establishment requirements, including Rhode Island Department of Health inspections. Responsibilities include maintaining the site, managing waste and recycling, and providing required insurance. Proposals will be evaluated based on the ability to meet the specifications, revenue offered to the Town, business reputation, historical experience with the Town, and references. The proposal must include three business references with names, addresses, and telephone numbers, and a completed bid proposal price sheet with the proposed bid amount and business information.
