Erie County Department of Social Services seeks qualified agencies to provide emergency shelter and supportive services for people experiencing homelessness during the cold-weather season. The selected provider will operate a low-barrier overnight shelter and warming center, provide safe and supervised facilities, case management, housing-focused assistance, meals or light refreshments, limited laundry services, outreach and transportation coordination, security, and data entry into the Homeless Management Information System. Services must be trauma-informed, culturally responsive, accessible to people with special needs, and coordinated with community partners, law enforcement, the Homeless Alliance of Western New York, coordinated-entry resources, and county agencies. The shelter is expected to serve approximately 150-180 clients on an identified night, operate throughout the season regardless of temperature, and provide overnight operations approximately from 8:00 p.m. to 8:00 a.m., with daytime warming when required. The provider must maintain appropriately trained part-time staff, security, case-management and reporting capabilities, and weekly performance reporting. Available funding is $585,000, with fee-for-service reimbursement and possible additional funding subject to appropriations. The contract is structured as an initial one-year award with options for additional 12-month renewals, subject to annual approval, funding, performance, and continued need.
