Description

The City of Benicia is requesting proposals for an exclusive franchise agreement covering residential and commercial collection, transfer, processing, and disposal of recyclable materials, organic materials, solid waste, and construction and demolition debris. The selected contractor will also provide bulky-item and household hazardous waste services, street sweeping, billing, customer service, public education and outreach, container distribution and maintenance, compliance and contamination monitoring, reporting, and recovered organic waste product procurement. The scope includes processing recyclable materials, organic materials, and C&D debris; disposing of solid waste and processing residue; operating or arranging permitted facilities; and supporting compliance with California solid waste, recycling, organics, clean-fleet, and diversion requirements. Proposals must address base services and two required alternative services: multi-family household hazardous waste collection and multi-family bulky-item collection. Proposers may also offer innovative or cost-saving services. The response must include technical proposals, an executive summary, company qualifications and past-performance information, implementation and fleet plans, environmental considerations, cost and rate proposals, a redlined Draft Franchise Agreement, and required certifications and affidavits. The agreement has a seven-year initial term beginning July 1, 2027, with a City option for an extension of up to three years.
