Description
The U.S. Army Corps of Engineers is developing an enterprise Scope Dredge to Budget acquisition for maintenance dredging across multiple Gulf Coast waterways in the Galveston/Houston area of responsibility. The planned work includes the Sabine-Neches Waterway, Galveston Harbor and Channel, Houston Ship Channel, Texas City Ship Channel, Freeport Harbor, Matagorda Ship Channel, Channel to Victoria, Corpus Christi Ship Channel, Brazos Island Harbor, Channel to Port Isabel, the Gulf Intracoastal Waterway and tributaries, and Channel to Harlingen. The project descriptions require various combinations of hopper, pipeline, and mechanical dredges, with dredging depths ranging from approximately 16 to 60 feet MLLW and transport of dredged material to upland, ocean disposal, beneficial-use, near-shore, beach, marsh, and other placement areas. The planned two-phase acquisition would evaluate technical qualifications, bonding capacity, past performance, proposed plant, schedule, management approach, channel-maintenance duration, and beneficial use; Phase One proposals would not include detailed design or pricing, while selected offerors would submit technical and price proposals in Phase Two.
