Description
Harris County is seeking a qualified security services vendor to provide armed and unarmed uniformed guards, supervisory personnel, project management, access control, visitor identification, screening with magnetometers and X-ray equipment, interior and exterior patrols, alarm and fire-equipment response, incident reporting, and a mobile patrol vehicle. Services will support multiple County facilities and the Community Supervision & Corrections Department, including continuous 24-hour, seven-day coverage at specified posts and additional coverage as listed in the Locations and Security Guard Requirements spreadsheet. The vendor must provide staffing, relief coverage, training, Texas private-security licensing, background checks, drug testing, a Houston-area office, 24/7 dispatch, electronic guard-tour/GPS accountability, surge staffing for emergencies, and all required vehicles, equipment, and administrative support. The initial contract period is January 1, 2027, through December 31, 2027, with up to four one-year renewal options subject to County approval and CPI-W-based price adjustments. The solicitation requires online submission through Bonfire or a hard-copy submission, a five-percent bid bond when the anticipated contract value exceeds $100,000, a full-value performance bond when the contract exceeds $50,000, specified insurance, federal-grant compliance certifications, references, qualifications, pricing, subcontractor and MWBE documentation, licensing and certification records, a sample insurance certificate, and other forms and records identified in the solicitation package.
