Description
Sarpy County is seeking qualifications and cost proposals from an experienced consulting firm to provide independent advisory and implementation oversight for Phase 2 of its Tyler Enterprise ERP migration. The Phase 2 implementation covers human resources and talent management, recruiting, risk management, payroll with employee access, time and attendance with mobile access, advanced scheduling with mobile access, and related data conversion for position control, applicant tracking, retirement tables, payroll employee records, accruals, and deductions. The selected consultant will assess project health and readiness; advise on governance, vendor accountability, scope, schedule, risks, issues, testing, data conversion, HCM and payroll processes, and go-live readiness; provide written assessments and reporting; and support post-go-live stabilization. The County anticipates a January 1, 2028, go-live and may exercise up to twelve one-month option terms for post-implementation support, including standard operating procedure development and training assistance. Tyler Technologies will provide routine implementation and project management services, so the consultant is expected to serve as an independent advisor without duplicating those responsibilities. Respondents must submit a single PDF Statement of Qualifications through the online bidding system; cost information is not requested with the initial submission.
