The Birmingham-Jefferson County Transit Authority is soliciting proposals for a Benefits Broker of Record and strategic employee benefits advisor. Services include benefits brokerage and carrier negotiations; strategic planning, budgeting, and cost-management recommendations; benefits administration and open-enrollment support; employee education and communications; claims and utilization analysis; vendor management; and compliance support related to ACA, COBRA, HIPAA, ERISA, FMLA, Section 125 plans, and applicable reporting requirements. Required deliverables include annual strategic, renewal, cost projection, benchmarking, and carrier-performance reports; quarterly claims-utilization reports and account-review meetings; compliance updates; open-enrollment communications; and employee education sessions. Proposals must address the firm's qualifications, public-sector and transit-agency experience, technical approach, account management, claims analytics, technology, actuarial resources, wellness programs, transition plan, and compensation disclosure. The response package must include the required proposal forms and certifications, references for at least three similar projects completed within the past five years, and a detailed cost proposal. The solicitation states that the full proposal package may not exceed 100 pages and must be submitted electronically through the designated procurement portal.
