Description
The Omaha Housing Authority is soliciting bids for one or more of five lots covering lead hazard work at multiple occupied single-family homes in Omaha. The scope includes lead-dust and residue cleaning; stabilization, encapsulation, and painting of lead-containing materials; removal and replacement of hazardous materials; window, door, trim, siding, flooring, plumbing, bathroom, lighting, and other renovation work; post-construction cleaning; and third-party clearance testing. Lot 1 is cleaning-only, while Lots 2 through 5 include additional construction, renovation, cleaning, and clearance-testing activities as specified by location. The contractor must supply required materials, comply with Nebraska licensing and federal and state lead-safety requirements, obtain necessary permits, coordinate access and tenant notices, dispose of waste lawfully, and perform work in occupied homes. The solicitation requires EPA and/or Nebraska training and certification for the firm and workers, Davis-Bacon compliance, Section 3 compliance, and other HUD-related certifications. Bids are evaluated by lot based primarily on the lowest total cost, and bidders may submit for one or more lots.
