Description
The California Department of Resources Recycling and Recovery (CalRecycle) seeks consulting services for a study of the availability of postconsumer recycled (PCR) plastic and the achievability of California’s minimum PCR content standards for plastic beverage containers. The contractor will research domestic and global supply and demand, recycling and processing capacity, market conditions, technology, and barriers affecting beverage manufacturers; collect and analyze data; and assess economic impacts and manufacturers’ ability to meet the standards. The study must include a data governance protocol to protect confidential and proprietary information. The contractor will prepare two annual study reports with findings, recommendations on whether to maintain or reduce the standards, and policy or process recommendations. The solicitation sets a maximum budget of $1,000,000 and an approximately 24-month contract term expected to begin in January 2027. Proposals must include a detailed work plan, organizational and personnel information, resumes, at least three verifiable references for the proposer and each proposed subcontractor, similar written-work samples, and required eligibility, licensing, and applicable preference materials. A mandatory proposer conference is required to be eligible to submit a proposal.
