Description
The City seeks a firm to design and administer a resident survey using random sampling methods, with at least 1,000 completed responses, a 95% confidence level, and a margin of error no greater than 5%. Respondents must have at least two ways to participate, selected from mail, phone, and an internet option. The survey must support multiple languages, allow for City-customized questions, prevent duplicate participation, and provide citywide and Council District representation. It is to be administered in April-May 2027, with results available in July or August 2027. The contractor must provide quality assurance, benchmark data when available, Excel tabular results, demographic cross-tabulations, a formal report with charts and an executive summary, a results dashboard, and respondent location data at an appropriate level that protects privacy. The contractor must also present the findings to City Council and staff onsite. Proposals should describe relevant experience, past performance, key personnel, technical approach, work plan, staffing, quality controls, and public participation capabilities. At least two similar-project references from the past five years are sufficient. Required response forms include the signed P110, SWaM Subcontracting Participation Plan, P119 References Form, and Survey Fees schedule; addenda must also be acknowledged.
