Description
Montgomery County is seeking consulting services for a comprehensive rewrite of its zoning ordinance. The work includes auditing the existing ordinance; modernizing its structure, definitions, zoning districts, use and design standards, administrative processes, and enforcement provisions; ensuring compliance with Virginia law; and incorporating best practices and applicable court decisions. The selected consultant will also help implement the Montgomery Matters Comprehensive Plan, create a Village Overlay District, evaluate numerous existing and emerging land uses, develop a public engagement strategy, collaborate with a County-appointed Steering Committee, prepare a project plan, provide an interactive cloud-based drafting and public-comment platform, and produce an updated zoning ordinance suitable for incorporation into the County Code. Proposals must address project understanding, methodology, qualifications, references, task-based costs and timelines, relevant work samples, and any exceptions.
