Haywood County is soliciting applications from qualified affordable housing developers, community development financial institutions (CDFIs), nonprofit housing providers, faith-based organizations, and mission-aligned for-profit entities to access capital through a Revolving Loan Fund (RLF). The purpose of this fund is to support the creation, preservation, and rehabilitation of affordable housing units within Haywood County. The RLF is designed to be a flexible, low-interest loan mechanism to fill financing gaps in affordable and workforce housing projects that serve low- to moderate-income individuals and families. Eligible activities include site acquisition, infrastructure, construction hard costs, bridge or gap loans, rehabilitation and preservation, and conversion of non-residential buildings. Project types may include USDA 502 housing, single-room occupancy projects, mixed-use projects, assisted living projects, transitional housing, and LIHTC developments. Loans range from $100,000 to $500,000 with terms of 36 months (up to 60 months upon justified request). Interest rates are below market, currently at 3%. Applicants must submit a response package including a cover letter, responses to specific inquiries, and completed forms. The evaluation criteria include organizational capacity, readiness to proceed, financial feasibility, alignment with RLF objectives, and innovation.
