The University of Oklahoma is seeking a financial advisor to assist with developing and implementing financing strategies for general, limited, and special obligation bonds, notes, bond anticipation notes, commercial paper, lines of credit, and other forms of short- and long-term indebtedness. The anticipated financing program supports student housing, a football stadium renovation, a parking garage, and related capital reserves, with an identified project total of $420 million. The advisor will evaluate financial feasibility and security structures, recommend the method of sale, develop financing and disclosure materials, support bond ratings and credit-enhancement analysis, coordinate with University staff, bond counsel, underwriter's counsel, and the Oklahoma Deputy Treasurer for Debt Management, assist with bids and closing documentation, and provide ongoing meetings and related support through bond finalization. Compensation will be a single not-to-exceed contingent fee paid only if a bond issue is sold and delivered, plus reimbursement of direct project financing expenses. The advisor must be pre-approved by the State of Oklahoma State Treasurer and able to meet in person within 72 hours' notice.
