Description
The City of Pasadena, through Pasadena Water and Power (PWP), seeks a local bank or credit union to design and administer a residential solar photovoltaic and energy storage loan program. Eligible customers must hold current PWP residential electric accounts, including customers enrolled in PWP income-qualified assistance programs. Loans may finance systems up to a $65,000 principal amount, with proposed repayment terms of 10 to 15 years and target customer interest rates between 0% and 3% APR. PWP has tentatively allocated $3,000,000 over three years for interest-rate buydowns and seeks to fund loans for approximately 175 customers. The contractor will manage enrollment, eligibility verification, underwriting, loan servicing, customer service, secure data exchange, monthly reporting, and annual program-performance reporting. Proposals must include detailed buydown scenarios for standard and income-qualified customers, administrative fees, marketing budgets, and the required contracting forms and pricing spreadsheet. The initial contract term is three years from execution, with two optional one-year extensions.
