Description
The Iowa Finance Authority seeks one or more investment banking firms to serve as senior managing underwriters, co-managing underwriters, or both for its State Revolving Fund bond program. Services include developing financing structures; advising on refunding, debt restructuring, and other strategies; reviewing bond and program documents; supporting rating-agency presentations; managing underwriting syndicates; marketing and selling tax-exempt and taxable bonds; coordinating investor meetings and roadshows; committing capital for unsold balances; providing post-sale analyses and secondary-market support; and delivering ongoing municipal and SRF market research. Proposals must address the firm's qualifications, SRF and pooled-loan transaction experience, distribution capabilities, capital commitment capacity, regulatory and litigation history, and proposed role. The response must include a transmittal letter, table of contents, technical proposal, cost proposal, Certification Letter, and Authorization to Release Information Letter. The contract has an initial term of up to four years, with two possible one-year extensions, and the Authority may award one or multiple contracts.
