Description
The USDA Forest Service is seeking a small business for a firm-fixed-price rivercane site suitability assessment supporting post-Hurricane Helene recovery. The contractor will evaluate whether rivercane contributed to streambank stability and biological productivity, characterize physical conditions at existing rivercane sites, and recommend suitable restoration locations. The work includes selecting and assessing study sites, analyzing remote-sensed imagery, LiDAR, vegetation indices, and existing Forest Service datasets, conducting field verification and data collection, developing a streambank-assessment workflow, and preparing draft and final reports and publication drafts. The contractor must provide qualified personnel, including a biologist with a PhD concentration in forestry, ecology, and/or natural-resource management and at least three years of experience in forest-resources statistical applications. Travel to field sites in western North Carolina is expected, with approximately 40 travel days. The contract includes a 12-month base period and two optional 12-month periods, for a maximum duration of three years.
