Description
The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), intends to issue a sole source contract to ASRC Consulting and Environmental Services (ACES) for services related to the Alaska Gas Hydrate Research and Development (R&D) Project. This contract is in response to congressional direction to plan for a follow-on test to improve the likelihood of achieving commercial production rates and to extend reservoir evaluation over a longer period. The services will be performed at the existing test site located at the Kuparuk 7-11-12 pad of the Prudhoe Bay Operating Unit, North Slope of Alaska. ACES provides exclusive access to this site, including four existing wells and surface facilities, and possesses the necessary permits and expertise for conducting scientific field testing of methane hydrate production in this unique environment. This announcement serves as a notification of intent to sole source. Any responsible party believing they can meet the requirement must provide evidence of their capability to fulfill the requirement by 3:30 PM ET on Monday, June 30, 2026. Responses should be submitted in writing to Cynthia.Madison@netl.doe.gov. A determination to compete this requirement based on responses is at the sole discretion of the Government.
