Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) intends to award a sole source contract for Echoview software Maintenance and Technical Support (MATS). This support is for multiple Echoview software licenses essential for the Midwater Assessment and Conservation Engineering (MACE) group's hydroacoustic trawl surveys in the Gulf of Alaska and the Bering Sea. These surveys are critical for estimating fish abundance, distribution, and biomass, supporting the Magnuson-Stevens Fishery Conservation and Management Act and the Marine Mammal Protection Act. Echoview is identified as the industry standard for post-processing hydroacoustic data in fisheries research and management. The solicitation notes that no comparable commercial products exist, and existing open-source alternatives lack the comprehensive features and dedicated support required for NOAA's mission-critical operations. The vendor, Echoview Software PTY LTD., is uniquely qualified to provide this support due to their ownership of the intellectual property and source code, ensuring compatibility with existing systems and facilitating the sharing of analysis techniques among agency users.
