Description
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a sole source contract with the State of Alaska Department of Fish and Game for Recreational Quota Entry (RQE) Halibut Stamps Data Validation Services. This service is critical for tracking the daily use of charter halibut stamps on vessel logbooks and sharing this data with NOAA Fisheries for fishery management. The State of Alaska's Department of Fish and Game is the only entity capable of providing these professional services. They possess an existing electronic logbook platform required by state regulations for charter operators, which can be adapted to document halibut stamp usage. A data-sharing agreement is already in place between NOAA Fisheries and the State of Alaska, facilitating the transfer of logbook data. This unique capability ensures the effective and efficient implementation of the RQE halibut stamp program. Key tasks for the contractor include modifying the charter vessel eLogbook to enable halibut stamp entry, providing instructions on regulations and data upload, maintaining the API feed for data sharing, offering seasonal eLogbook support, and collaborating with NOAA Fisheries on data protocols. The contract will have a base period of one year from the date of award, with one follow-on option year for an additional 12 months.
