The Texas Health and Human Services Commission is seeking competitive bids for natural gas testing services at the Richmond State Supported Living Center. The services required include inspecting and pressure testing interior gas lines every two years, and inspecting and surveying underground gas distribution systems semi-annually. Leak testing on all valves and meters will be conducted quarterly. If a gas leak is detected, the contractor must immediately notify the Maintenance Plumbing Supervisor and provide a detailed report. The contractor will also be responsible for shutting off affected gas lines if required for safety and assisting in coordinating emergency repairs. All repairs must comply with Texas State regulations, Life Safety Code, and local Fire Marshal requirements. The contractor is required to provide documentation of all leaks found, actions taken, and repairs completed. The contract term is from September 1, 2026, to August 31, 2027, with the possibility of a one-year extension. Bidders must have a minimum of three years of relevant experience and provide at least three verifiable references for similar contracts within the last three years. The contractor must also be registered and licensed by the Texas State Board of Plumbing Examiners.
