Description
Frederick County, Maryland is seeking a qualified organization to provide Low Titer Group O Whole Blood, including O-positive, O-negative, and mixed inventory, for field administration by its Division of Fire & Rescue Services. The contractor will be responsible for donor recruitment, collection, FDA-required donor eligibility and infectious-disease testing, ABO/Rh confirmation, antibody screening, low-titer testing, component labeling, storage, inventory management, shipment, delivery, replacement of unused or recalled units, and complete unit traceability. The contractor must be an FDA-registered blood establishment with current AABB accreditation and at least five years of experience collecting and distributing Low Titer Group O Whole Blood. Requirements include maintaining minimum inventory, biweekly and emergency deliveries, 24/7 dispatch and after-hours support, fulfillment of emergency requests within two hours, temperature-controlled storage and transportation, tamper-evident packaging, chain-of-custody documentation, electronic inventory and ordering systems, ISBT 128 labeling, recall management, and continuity planning for disasters and supply interruptions. The initial agreement term is one year with four additional one-year renewal options.
