Description
The Defense Health Agency Contracting Activity, on behalf of the Integrative Systems Biology Branch at Walter Reed Army Institute of Research, intends to extend and restructure an existing contract as a cost-type research and development vehicle. The requirement covers collection and procurement of blood samples from septic and non-septic burn patients, together with longitudinal clinical data, to assess sepsis biomarkers and refine and validate the SeptiBurnAlert program. The samples are being collected under an approved Institutional Review Board protocol, with active recruitment of subjects meeting specified thermal-injury criteria. This is a notice of intent to sole-source rather than a request for competitive proposals; capability statements may be submitted solely to help determine whether a competitive procurement is warranted. The notice identifies Medstar Health Research Institute, Inc. as the intended sole-source provider because the required patient samples are not commercially available.
